Third Party Payer Systems: The Most Significant Regulatory Problem in the Online World?

I explained in a recent companion post why the distribution of airline reservations was supposed to be so free, open, and transparent that it would not need continuing regulation, which is why the industry was deregulated in 2004. And yet American Airlines and US Airways have filed suit, claiming precisely the sort of abuses that were supposed to be impossible in an Internet age.

A spate of lawsuits is emerging between the travel industry's "Global Distribution Systems" ("GDS") and their customers. Jim Young Of Open Axis Responds To Sabre

I can't help but wonder why the same issues keep getting brought up regarding direct connect: EDIFACT vs. XML, multiple connections, technical barriers, transparency, etc. I think we all know that both the global distribution systems and direct connect channels (either with or without the GDSs included in the transaction path) are more than capable of technically handling the complexities of airline product distribution now and going forward.

Airlines target ticket distribution costs
A feud between American Airlines and several companies that sell its tickets shows new determination by airlines to lower costs and could spell new business challenges for online travel agents.
American is steering those third-party sellers toward its in-house technology that the airline says will save it money and allow customers to shop for flights based on more factors than just fares. Open Axis Warns Of Air ‘Distribution Gap’

► The Open Axis Group this month released a manifesto of sorts, endorsed by the largest airlines in the United States, outlining a vision to close a "distribution gap" between direct and indirect channels. The premise, as outlined in a white paper, centers on what Open Axis, a group of all major U.S. network carriers, as well as Air Canada, Frontier Airlines and ATPCo, that formed in July to create a standard for distributing ancillary airline services, called a "traveler-authenticated marketplace," through which airlines could tailor offerings at the point of sale based on the shopper's frequent-flyer status, perceived value to the carrier, corporate affiliation or preferred travel agency and other identifying features or preferences.

Ancillary revenues:GAO report and Subcommittee hearings promise more regulations
